REPRESENTATIVE EXPERIENCE:

Mr. Coggin’s professional experience includes twenty-seven years as a civilian engineer for the Department of the Army.  Specific project experience includes the following:

 

MILITARY PROJECTS

Brooke Army Medical Center, Fort Sam Houston, TX:  GS-15, Facility Manager during the construction of the new San Antonio Military Medical Center consisting of additional central energy plant, consolidated parking structure and new hospital addition including roof top mounted helipad.  Responsible for design review and construction activities coordination of the new 767,000SF addition providing over 200 patient rooms, 33 operating rooms, clinics and business occupancy space.  Project cost $732M.

Fort Sam Houston Primary Care Clinic, Fort Sam Houston, TX:  GS-15, Facility Manager: responsible for design review and coordination of construction activities for the new Primary Care Clinic. This 119,000SF clinic provided orthopedic, mental health, and general primary care services.  The project also included 300+ parking spaces, site work and administrative support areas.  The project included a small snack area, warehouse, medical equipment repair space and facility management office. Project cost $41.5M.

¨ Iraq Reconstruction, Iraq: GS-15, Program Manager/Chief of Party for the Bechtel Iraqi Reconstruction contract for the US Army Corps of Engineers.   Responsible for the design review, contract administration, and quality assurance for 67 various projects located throughout Iraq. Projects consisted of public works such as utility restoration, hospital and clinic rebuilds, road and bridge construction, power generation project and public sanitation projects.  Total contract value: $1.5B

¨ Military Construction Projects, Fort Hood, Texas: GS-14 Chief of Engineering, Directorate of Public Works.  Responsible for the design and construction of a MILCON program averaging $100M in placement per year.  Completed various projects such as the $80M Railhead and Roger Gray Army Airfield Deployment projects, several barracks, fire stations, utilities, roads, parking lots, dining facilities, blood donor center, troop medical clinics, dental clinics and command/control support projects.  Average yearly placement: $100M per year.

¨ Military Construction Projects, Baumholder/Heidelberg, Germany:  GS-13 Resident Engineer responsible for MILCON projects design review, construction, contract administration and quality assurance.  Completed during this time were hospital wing renovation, 27 barracks renovations, dining facility renovation, commissary renovation, roads, utilities and landfill projects.

¨ Military Construction Projects, Goodfellow AFB, TX:  GS-11-12 Resident Engineer responsible for MILCON projects design review, construction, contract administration and quality assurance for all projects constructed during this fourteen year period.
