LA INTRASTATE GAS COMPANY, L.L.C. - GAS LINES, CENTRAL LOUISIANA: Prepared route surveys of over 300 miles of gas transmission mains since March 1984. The work involved the determination of the location and depth of lines by probing and field surveys to determine topography, alignment, rights-of-way, and property boundaries. The work has included surveys of river and major highway crossings and involved the preparation of property plats, right-of-way maps, and alignment drawings. As many as three survey crews were used during peak periods.
LOUISIANA DEPARTMENT OF NATURAL RESOURCES COASTAL RESTORATION DIVISION:
Prepared tidal boundary survey of part of East Island and Trinity Island near Pelto Lake (Gulf of Mexico) were obtained in order to establish accurate boundary line between state waters and privately owned land. This survey involved extensive leveling of control points to plot boundary line. Effective communication and consultation with the LA Department of Natural Resources, Coastal Restoration Division was utilized on this project. All field work was done with electronic data collection.
LOUISIANA DEPARTMENT OF NATURAL RESOURCES COASTAL RESTORATION DIVISON: Provided surveys under this contract which involved several delivery orders. The following is a description of each individual project: 1) ISLES DERNIERES (Completion of Deliverables): Cross-section of shoreline for determination of tidal boundaries for State land. 2) GRAND LAKE RIDGE MARSH MANAGEMENT: Topographic survey of levee and channel for design of drainage structure. 3) BAYOU LaBRANCHE WETLAND CREATION PROJECT: Established staff gauges and control points within the wetland area; and running profiles across area wetlands for monitoring. 4) HOLLY BEACH BREAKWATER SYSTEM SURVEY: Re-establishing baseline, cross-sectioned and mapped breakwater structures every 200' approximately 10 miles. 5) BAYOU LaBRANCHE WETLAND CHRISTMAS TREE PROJECT: Elevation survey for erosion buildup in Lake Pontchartrain after Christmas trees were placed in lake for fencing. 6) TURTLE COVE: Topographic and Hydrographic Survey of rock structure at Turtle Cove on Lake Pontchartrain.
FEDERAL EMERGENCY MANAGEMENT AGENCY: Provided surveys as a subcontractor to Owen & White, Inc. for a flood study of Rapides Parish in preparation of flood insurance rate maps. Survey included location and elevations of photo control points, stream and bridge cross-sections and setting of reference marks.
BAKER ENGINEERS, INC. - JRTC TRAINING ROADS, FT. POLK, LA: Prepared alignment surveys, photogrammetric control surveys, control levels and cross-sections with all data collected in electronic format. This project involved furnishing four (4) survey parties at Ft. Polk, LA to provide route surveys for 40 miles of new roads.
US ARMY CORPS OF ENGINEERS, VICKSBURG DISTRICT - CONSTRUCTION SURVEYS, LOCK & DAM 3 & 4, RED RIVER NAVIGATION PROGRAM, LOUISIANA: A four-year indefinite delivery contract for engineering, construction and quality assurance surveys at the site of Lock & Dam 3 & 4. Work included the establishment of benchmarks, C/L and right-of-way, baselines for the lock and lock pintle, land and water quantity measurements, construction staking, and various quality assurance surveys; the work also included engineering computations. One 4-man survey crew was used on this project.
CLECO CORPORATION: Provided surveys and prepared right-of-way plats, plan and profile drawings and staked structures on 60 miles of new 230 KV transmission line and approximately 35 distribution relocation. Completed over 200 miles of transmission line verification surveys which included pole strength testing, ground resistance testing, structure sizes and types, road crossing and utility crossing heights.
JACKSON STREET IMPROVEMENTS: Provided all professional services including surveying and observation of construction for the reconstruction and widening of 3,000 LF of Jackson Street from Bolton Avenue to 24th Street. The project included drainage improvements and relocation of utilities.
MONROE STREET IMPROVEMENTS: Provided surveys, engineering, and inspection for the reconstruction of 1,500 LF of Monroe Street. The project included improvements to the Bolton Avenue/Monroe Street intersection and the storm drainage system.
CONSTRUCTION SURVEYS, VICKSBURG DISTRICT, LA & MS: Provided quality control and engineering surveys at various sites within the limits of the Vicksburg District, Red River Waterway River Mile 0.0, near Old River Lock to River Mile 205, near Natchitoches, LA as a subcontractor to Denmon Engineering Company, Inc. Delivery orders involved precise vertical and horizontal surveys to determine relative movement of engineering structure, hydrographic topographic planimetric, cadastral, location, construction layout, and control surveys, and stream flow data collection.
US AIR FORCE - ENGLAND AIR FORCE BASE GOLF COURSE: Provided engineering and surveying services for the nine hole expansion of the base golf course. The work included improvements to the latrines and utility systems and involved demolition and clearing of the proposed site.
RED RIVER WATERWAY COMMISSION: Provided surveying services under an indefinite delivery contract. Typical projects include: right-of-way acquisition surveys, topographic surveys for designing levee embankments, boat launches, roadways, etc., contour location for river pool stages, cross-sections and earthwork volume computations.
POWER TRANSMISSION LINE - SLIDELL, LA: Prepared planimetric maps of the right-of-way and the site of all proposed structures during the construction phase of the project for the route surveys for a 4-mile long 230KV transmission line. The work involved an alignment survey of the entire Right-of-way as well as easement surveys of seven land plats and the cadastral survey of a 9-acre substation site.
RED RIVER NAVIGATION PROJECT - RAPIDES PARISH, LA: Provided construction and quality assurance surveys at the construction site of Lock & Dam #3 20 miles north of Alexandria under a four year contract. To date, one 4-man party has been used to set benchmarks, to establish C/L and Right-of-way for a new 4-mile long access road, and to set baselines for the lock and the lock pintle.
QUALITY CONTROL SURVEYS - SOUTH LOUISIANA: Provided quality control services at sites on the Atchafalaya and Mermentau Rivers in south Louisiana including land and water measurements, cadastral and topographic surveys, staking, control elevations and grids, as-builts, and earthwork computations. Five crews were used.
JACKSON STREET BRIDGE - ALEXANDRIA, LA: Provided horizontal and vertical controls for the main piers on both sides and in the middle of the Red River during construction of the Jackson Street Bridge. 1st order accuracy was required to insure that the placement of the primary anchor pins in the top of the piers fell within allowable tolerances as determined by the bridge structure and the geometry of the approaches.
WATER AND SEWER SYSTEMS - CENTRAL LOUISIANA MUNICIPALITIES: Provided plans and designs for the addition of over 100 miles of water and sewer lines to the utility systems of Alexandria, Bunkie, Cheneyville, Dodson, Harrisonburg, Jonesville, Marksville, Montgomery, Pollock and Woodworth, LA during the recent past. In each instance, the firm conducted topographic, routing, and cadastral surveys for the proposed improvements. This work included the preparation of easement plats and, in many cases, Quality Control surveys during construction.
POST OFFICES - CENTRAL LOUISIANA: Provided cadastral and topographic surveys for new post office sites located in Alexandria, Cheneyville, Elizabeth, Forest Hill, Libuse, Natchez, Pineville, and Welsh, LA. The work was conducted utilizing one 4-man crew.
POWERLINE RIGHT-OF WAY SURVEYS - MANSFIELD, LA: Provided surveys for a new 230V electric transmission line right-of-way along a 3.0 mile section of LA Highway 509 from LA Highway 175 to I-49 in Mansfield, LA. The work included routing and staking of the centerline, right-of-way survey and preparation of plats for land acquisition, permanent monumentation, profile and topographic survey, and preparation of plan and profile sheets and crossing permits. - Client: CLECO Corporation, Pineville, LA.
WATER SYSTEM IMPROVEMENTS MORROW, LA: Ballard-CLC prepared preliminary designs. Improvements consisting of 22 miles of 6” water transmission pipeline including all values and other control appurtenances.
CLECO CORPORATION - RIGHT-OF-WAY SURVEYS: Prepared surveys to re-establish and mark right-of-way for portions of the existing Many-Fisher, Pineville-Shady Oaks, and Richard-Habetz 230V electric transmission lines. The work included an analysis of clearing needed on each line segment.

The work involved an alignment survey of the entire right-of-way as well as easement surveys of seven land plats and the cadastral survey of a 9-acre substation site. Planimetric maps of the right-of-way were prepared and the site of all proposed structures were staked during the construction phase of the project.
ROUTE I-49, (SECTION 9) - RAPIDES PARISH, LA: Prepared planimetric maps of drainage and right-of-way were prepared in accordance with highway department standards for 4.3 Miles of Interstate Highway I-49 between Meeker and Boyce, LA. The project includes the relocation of 1.7 miles of LA 1, an interchange with PR 23, and a bridge over the Mo-pac railroad track. The firm’s work included Topographic Surveys, Preliminary Plans, Right-of-Way Surveys and Maps, and Final Plans. Survey work included route alignment, profiles and cross-sections of connecting roadways and the railroad track, location of all utilities, a 400 ft. Wide topographic grid, drainage cross-sections and traverses, and right-of-way/cadastral surveys of 40 tracts of land. The alignment was tied to USCGS markers and to the LA State Coordinate System.
ROUTE US 165 - RAPIDES PARISH, LA: Provided all engineering and surveying services including right-of-way Surveys and Maps, Preliminary Plans, and Final Plans for improvements of an 8.3 mile section of US 165 between Woodworth and Alexandria, LA. . The right-of-way work involved cadastral surveys of 75 tracts of land including cemeteries, residential subdivisions, farms, and government-owned properties. Planimetric right-of-way maps were prepared in accordance with highway department standards.

Ballard CLC started in 1908 by Louis J. Daigre. As a result Ballard has more historical survey data in Central Louisiana than any other surveying firms. Ballard CLC has provided various topographic surveys; monitoring well locations, pizometer locations, and soil boring locations for Environmental Engineering companies at England Air Park. These locations and surveys were tied to NAD 83 horizontal and NAVD 88 vertical datums. Clients include, Walk, Haydel & Associates and Law Engineering and Environmental Services, Inc.
