RUNWAY IMPROVEMENTS, ESLER REGIONAL AIRPORT:  Repair/replacement of the Airport Guidance and Taxiway information sign system.  The work included identification and replacement of deficient components.  The work was funded by the Federal Airport Improvement Program.  Ballard CLC provided all design services including coordination of the grant.

 

RUNWAY REPAIRS, ESLER REGIONAL AIRPORT:  Repair of 12,000 LF of runway.  The work included removal and replacement of joint sealant between the concrete runway panels, spot repair of failed pavement, asphalt patches over joints and a new asphalt seal coat on the runway, remarking directional control striping, and installation of new wind cones and luma signs for taxiway traffic control.  The work was funded by the Federal Airport Improvement Program (AIP).  Ballard CLC provided all professional services including design, surveys, preparation and coordination of the grant application, and construction inspection.  Project Manager:  Bill Branch, P.E.

 

HANGAR IMPROVEMENTS, ESLER REGIONAL AIRPORT:  Renovation and roof replacement project for a 26,000 sq ft hangar building at the facility.  Also designed the plan for asbestos remediation of existing transite wall panels on the building.  Preliminary grant application work was done by our firm for the Owner on this project, and submitted to Facility Planning and Control (State of Louisiana) for consideration.  Project Manager: Jim Guillory, Architect..

 

DRAINAGE IMPROVEMENTS, ESLER REGIONAL AIRPORT:  Replacement of failed drainage structures at the approaches to all active runways.  The work included identification of problem areas, removal of existing material, replacement of new drainage facilities, and rehabilitation of the ground surface.  The work was funded by the Federal Airport Improvement Program (AIP).  Ballard CLC provided all professional services including design, surveys, coordination of the grant application, and construction inspection.  Project Manager:  Bill Branch, P.E.

 

PARKING APRON REPAIRS, ELSER REGIONAL AIRPORT, ALEXANDRIA, LA:  Repair and repaving of 79,000 sq yds of parking apron at commercial and general aviation terminals.  The work included cold-plane removal of existing paving, repair of base and drainage structure failures, and paving of the aprons.  Ballard CLC conducted electronic surveys to insure accurate grade control & provided Civil and Structural Engineering designs as well as construction inspection and grant administration.  The work was funded by the Federal Airport Improvement Program (AIP).  Project Manager:  Bill Branch, P.E.

 

INFRASTRUCTURE SURVEY, ESLER REGIONAL AIRPORT:  Field Survey and Mapping of existing utilities and drainage system for conversion to an Industrial Park.

 

ENGLAND AFB REUSE STUDY, ALEXANDRIA, LA:  Ballard CLC was a member of the consulting team which conducted a feasibility study and prepared a Base Reuse Plan for the deactivated US Air Force's England Air Force Base in 1992.  This $750,000 (3) vol work studied the socio-economic and environmental impacts which would be involved in conversion of the facility to use by commercial air traffic.  All of the base facilities including the air traffic control system, runways, electronics, maintenance and hanger structures were analyzed and  a Land Use Plan was developed which considered noise pollution and other compatibility concerns.

 

AIRPORT MASTER PLAN, TENSAS PARISH, LA:  A study to determine the feasibility of relocating a municipal airport prior to acceptance and implementation of grants to clear obstructions (400K).  The project included a Master Plan to identify airport needs and service requirements over the next 20 years.  The work was funded by the Federal Airport Improvement Program (AIP).  Ballard CLC provided all requisite professional services including preparation and coordination of the grant application.

 

ADDITION/ALTERATION TO THE ARMY AVIATION SUPPORT FACILITY, KEY FIELD, MERIDIAN, MS:  The project involves an addition to the existing hangar facility, and provides additional parking and apron area for an increase in the aviation units authorized aircraft of CH-47 helicopters.  The air craft parking/tie-down pads, constructed of rigid paving, are designed to accommodate fourteen (14) aircraft.  The required areas for taxilanes, a taxiway and a helipad are constructed of flexible paving.  Other support facilities included site preparation, grading, drainage, shoulders, and taxilane/taxiway lighting.  Because this facility is located at the Meridian Municipal Airport, the project is subject to review by the FAA for compliance to their regulations.  The firm is responsible for providing Phase I & Phase II services for all Architectural, Engineering, Surveying, and Construction Administration required by the project.

 

T-9 SUPPRESSOR SUPPORT FACILITY, BARKSDALE AFB, LA:  Site development, foundations, and floor slab for a 4,000 sq ft jet engine test facility.  Ballard CLC conducted design of the water and sewer utility systems as a subcontractor to the prime A/E, Marrero, Couvillion of Baton Rouge, LA.  Facilities include a self-contained sewage treatment plant with an Oil & Grease separator and an effluent lift station with 1100 LF of force main.

 

LIGHTING & DRAINAGE IMPROVEMENTS, ST. JOSEPH AIRPORT, TENSAS PARISH, LA:  Lighting improvements included new runway lights, REILS, lighted wind cone and beacon.  Runway improvements included overlay of 3,000 ft runway and apron; and regrading.  All work coordinated through Louisiana Department of Transportation and Development.
