Since 1973, Ballard CLC has prepared utility development and relocation plans for numerous utility providers in the Central Louisiana area.  Representing an aggregate of $30 million in construction costs, the support infrastructure associated with these developments included several hundred miles of roadway; water and sewer systems of all types; gas, electric distribution, and drainage systems, etc. Ballard CLC provided all services required for the planning and design of these projects including surveys, construction monitoring, and coordination of reviews by applicable state and local agencies.

US 165 UTILITY RELOCATIONS, ALEXANDRIA, LA16,000 LF of 2", 4", and 6" water lines and 6,000 LF of 2" gas lines including meters, valves, and other appurtenances necessitated by the widening of US 165.  The firm provided surveys, engineering, and construction inspection services.

 

US 165 UTILITY RELOCATION, ALEXANDRIA, LARelocation of 11,000 LF of 4" gas mains and associated meters along US 165 in urban Alexandria necessitated by the widening of the highway.  Ballard CLC, Inc. furnished all engineering and survey services required.

 

NORTH TRAFFIC CIRCLE UTILITY RELOCATIONS, ALEXANDRIA, LARelocation of water and gas utility lines required by reconstruction of the North Traffic Circle in urban Alexandria.  Ballard CLC, Inc. provided all services required including surveys and construction inspection.

 

HEYMAN LANE IMPROVEMENTS, ALEXANDRIA, LAReconstruction of 6,700 LF of Heyman Lane from Coliseum Blvd to Jackson Street under both Urban System Requirements for DOTD and City of Alexandria design requirements.  This project included the removal of the existing 20' Asphaltic concrete roadway with open ditches; replace 6,700 linear with 28' Portland Concrete with Curb and Gutter including subsurface drainage; Geometric Layout and Typical sections to include the wider roadway section with turn lanes and new alignment; relocate existing gas and water utilities including services and high pressure gas transmission line regulator station.  Coordinate with power and phone services for relocations; replace driveways and add sidewalk for residences; remove and replace existing 17 side roads including blvd; detour signage, sequence of construction and signalization layout; and convert project to metric during design phase.

 

GAS SYSTEM IMPROVEMENTS (ZONE 6a), ALEXANDRIA, LAReplacement of 74,000 LF of 2", 3", and 6" gas mains along with 49,000 LF of 1", 2", & 3" service lines and 1,000 service assemblies. The firm supplied all engineering, surveying and construction monitoring services required.

 

GAS SYSTEM IMPROVEMENTS (ZONE 9), ALEXANDRIA, LA58,000 LF of 1", 1½", and 2" gas mains including associated service lines, service assemblies, valves, valve boxes and a zone regulator station with SCADA and monitoring capabilities.  Ballard CLC, Inc. supplied all engineering, surveying and construction monitoring services required.

 

FACILITIES PLAN, ALEXANDRIA, LA:  A Facilities Planning Study in accordance with Section 201 of the FWPCA.  The project included an Infiltration/Inflow Analysis and Sewer System Evaluation Survey for 400 miles of pipe and 40 pumping stations.  The work also included an Environmental Impact Assessment, a Land Use Study, a study of the treatment plant, and analysis of demographic and socio-economic data.  The study recommends system improvements of $25M including expansion of the treatment plant and renovation of the transportation system (i.e. lines and pump stations).

 

TREATMENT PLANT MODIFICATIONS, ALEXANDRIA, LAExpansion of a municipal sewage treatment plant from 20 to 40 MGD including additional wet-weather storage and solids handling units, a sludge dredging and transportation system, expansion of the effluent pumping station including 4200 LF of 36" force main and a magnetic flow meter, and additional in-plant piping.  A joint venture provided all design and survey services and the monitoring of construction activities. 

 

JACKSON STREET IMPROVEMENTS, ALEXANDRIA, LAReconstruction and widening of 3,000 LF of Jackson Street from Bolton Avenue to 24th Street.  The project included drainage improvements and relocation of utilities.  The firm provided all professional services including surveying cost.

 

ENGLAND AIR FORCE BASE INTERCEPTOR SEWER, ALEXANDRIA, LA30,000 LF of 30" diameter sewer interceptor connecting England Air Force Base to the city’s wastewater system at the 3rd Street Pump Station.  The project included renovation and expansion of the station to a capacity of 30 MGD.  The firm provided all technical services including surveys, design, construction monitoring, and coordination with state and federal agencies.

 

WINDEMERE SEWER, ALEXANDRIA, LA5,000 LF of 8 to 18" diameter interceptor sewer serving Alexandria’s south side.  The path of the proposed line included a special creek crossing.   Ballard CLC, Inc. provided all technical services including surveys, design, construction monitoring, and coordination with state and federal agencies.

 

MEMORIAL DRIVE IMPROVEMENTS, ALEXANDRIA, LA: Reconstruction of a three lane arterial thoroughfare adjacent to a major urban mall.  The scope of the project included subsurface drainage, re-design of pavement, and replacement of curb and gutter along with affected traffic controls.  Work included surveys and inspection of construction activities. 

 

DRAINAGE IMPROVEMENTS, ALEXANDRIA, LA:  Drainage system improvements from Alexandria Mall to Horseshoe Canal including 600 LF of paved ditch and 1100 LF of 5' x 9' reinforced concrete box culvert.  The work including engineering designs, surveys, and construction inspection.

 

UNIVERSITY STREET BRIDGE, ALEXANDRIA, LAA 120 ft span, 2 lane pre-stressed concrete bridge over the Chatlin Lake Canal.  The project included removal of the existing structure, replacement of existing piling supports, a walkway, and extensive hydraulic analyses.  The firm provided all technical including surveying, design, and inspection. 

 

BALL AVENUE IMPROVEMENTS, ALEXANDRIA, LAReconstruction of (4) intersections on Ball Avenue between Olive and Madison Streets and on Madison Street between Ball and Roberts.  The work included utilities and drainage improvements.  Ballard CLC, Inc. provided all services required including surveys and construction inspection. 

 

MONROE STREET IMPROVEMENTSReconstruction of 1,500 LF of Monroe Street.  The project included improvements to the Bolton Avenue/Monroe Street intersection and the storm drainage system.  The firm provided surveys, engineering, and inspection.

 

JACKSON STREET BRIDGE - ALEXANDRIA, LADuring construction of the Jackson Street Bridge, the firm provided horizontal and vertical controls for the main piers on both sides and in the middle of the Red River.  1st order accuracy was required to insure that the placement of the primary anchor pins in the top of the piers fell within allowable tolerances as determined by the bridge structure and the geometry of the approaches.

 

LANDA STREET DRAINAGE IMPROVEMENTS, ALEXANDRIA, LA: Reconstruction of 600 LF of urban concrete street including utilities and drainage improvements.  Ballard CLC, Inc. provided all services required including surveys and construction inspection.

 

RENSSALEAR STREET IMPROVEMENTS, ALEXANDRIA, LARe-alignment of (2) block section of concrete street passing through a city park.  The work included off-street parking, fencing, landscaping, utilities, and drainage.  Ballard CLC, Inc. provided all services required including construction administration.

 

XAVIER STREET IMPROVEMENTS, ALEXANDRIA, LA:  Pavement and subsurface drainage improvements to 700 LF of an industrial access thoroughfare.  The scope of the project included relocation of affected gas and water mains.  The work involved engineering designs, surveys, and monitoring of construction activity.

 

LOUISE STREET IMPROVEMENTS, ALEXANDRIA, LAReconstruction of an arterial city street and major intersection.  The project involved subsurface drainage improvements, pavement re-design, curb and gutter replacements, and relocation of gas and water mains.  The firm supplied engineering design, surveys, and monitored construction activities. 

 

6TH STREET - PHASE I, ALEXANDRIA, LADrainage system improvements including open ditches and 500 LF of 48" and 54" diameter sub-surface drainage pipe.  Ballard CLC, Inc. furnished engineering and surveying and monitored construction activities.

 

6TH STREET DRAINAGE IMPROVEMENTS, ALEXANDRIA, LAReplacement of a 5’x 5’ flood gate and realignment of the associated drainage channel.  The work included engineering design, topographic surveys, and the monitoring of construction activity.

 

MONROE STREET PUMP STATION, ALEXANDRIA, LARetrofit, upgrade and renovation of fifty year old stormwater pump station.  Includes 20,000 G.P.M. pumping capability, parallel 24-inch force mains, street construction and collection system.

 

MEMORIAL DRIVE DRAINAGE IMPROVEMENTS AT LEE STREET, ALEXANDRIA, LAReconstruction of 200 LF of Memorial Drive at Coldstream Avenue and construction of drainage improvements including storm sewer pipe ranging from 18" RCP to 54" RCP as well as 615 LF of 8' X 5' RC Box Culvert.  The project included the relocation of utilities, topographic surveys and right-of-way surveys.  The firm prepared Preliminary and Final Plans.

 

STATE ROUTE 10 IN OAKDALE, LA:  A new 3.2 mile, 5-lane urban roadway in Oakdale, LA.  This project featured numerous intersections with city streets, a subsurface drainage system, and at-grade railroad crossing, and intersection with US 165.  The firm prepared Preliminary and Final Plans.

 

BAYOU SCIE BRIDGES, ROUTE LA 1216, SABINE PARISH, LAReplacement of four (4) structurally deficient bridges with reinforced concrete slab span bridges over Bayou Scie and Lewis Creek in Sabine Parish, LA.  Work included hydraulic study to determine bridge lengths, road reconstruction and overlay.  The firm prepared Preliminary and Final Plans.

 

ON-SYSTEM BRIDGE REPLACEMENT PROGRAM, VERNON, NATCHITOCHES AND RAPIDES PARISH, LAReplacement of four (4) structurally deficient bridges on the state system.  Ballard CLC, Inc. prepared all Preliminary and Final road plans for this project.  The bridge designs were completed by the LA Department of Transportation & Development.

 

DOLET HILLS HAUL ROAD, MANSFIELD, LA6,000 LF of industrial access road serving the coal storage yard at an electric generating plant.  The work included drainage improvements and a concrete containment structure for the coal reclamation system.  The firm provided surveys, engineering, and construction inspection.

 

INTERSTATE ROUTE I-49 COORDINATOR, ALEXANDRIA, LA: Ballard CLC was retained in June, 1984 to furnish technical assistance and advice to the City of Alexandria on matters pertaining to the construction of Interstate Route I-49 through the city.  The firm’s responsibilities included the review of plans and specifications, monitoring of schedules and construction activities, coordination between city officials and the state highway department, and development of alternatives concerning city-owned facilities impacted or affected by the project.

 

WATER MAIN REPLACEMENTS, ALEXANDRIA, LAReplacement of seven (7) water mains totaling 7,540 LF in length and seven (7) instrumentation control loops.  Ballard CLC provided all engineering and surveying services, and monitored construction activities.

 

WATER SYSTEM IMPROVEMENTS, ALEXANDRIA, LAAdditions to the existing water system totaling 43,000 LF of 12" and 24" diameter water transmission mains.  Three (3) separate contracts were completed to provide reinforcement mains and loop ties on the southern side of the city.  Ballard CLC provided all engineering and surveying services.
