Project Description

This facility is a proto-type design of a combination of four (4) OMS facilities, one MATES facility and a CSMS facility for the Louisiana National Guard. Ballard was the Civil Consultant for Barron Heinberg & Brocato, the Project Architect. This facility was the major State Vehicle and Equipment Maintenance Facility in the state capable of providing 24 hour support during Federal and State Emergency Operations. The site occupies some 45 acres at Esler Airfield in Pineville, LA. Responsibilities included topographic surveys and utility locations; design of approximately 300,000 sq. ft. of maintenance building; 61,000 sq. yds. of hardstand for military and POV parking, site grading and drainage, spill containment, wash/inspection racks, industrial safety & hygiene retention basin design, Storm Water Pollution and Prevention Plan, erosion control, site utilities including potable water, fire water, sanitary sewer, and gas; design of oil/water separator and exterior wash racks including sand trap; new fueling facility; coordination with Owner and Architect for Anti-Terrorism and Force Protection measures including security fencing and other measures; technical specifications and construction cost estimates.
